Meralco System Loss Charge Explained

The system loss charge covers something easy to miss on a bill: not every kilowatt-hour a power plant generates makes it to your meter. Some is lost along the way, and this line item recovers the cost of replacing it.

What it pays for

Electricity gets lost in two ways as it travels from a power plant to your home:

• Technical losses — resistance in transmission lines, distribution wires, and transformers converts some electricity to heat. This happens in any electrical network and can’t be eliminated, only minimized.
• Non-technical losses — theft, metering inaccuracies, and other losses that aren’t purely physical.

Meralco has to buy more electricity than what actually reaches customers’ meters to cover this gap, and the system loss charge is how that extra purchase gets recovered. Who receives the money

The charge is part of the generation and transmission costs, so it’s paid to generation companies and NGCP, the same recipients as the generation charge and the transmission charge. Meralco doesn’t keep any of it. Conceptually, the lost electricity still had to be generated and transmitted by someone, so its cost flows to the same places those charges do.

Why it’s capped

The ERC sets a system loss cap, a maximum percentage of losses that can be passed on to customers. Losses above that cap are Meralco’s problem, not yours, which is meant to keep the utility investing in better infrastructure rather than billing customers for its own inefficiency. That cap is also why this charge moves far less month to month than generation does; it’s one of the more tightly regulated pieces of the bill.

A recent adjustment

In its August 2026 decision on Meralco’s pass-through cost recoveries for 2011 to 2022, the ERC approved Meralco’s collection of ₱8.7 billion in previously uncollected pass-through costs, of which ₱595 million was specifically system loss charges. The full package, which also covers generation, transmission, and real property tax under-recoveries, works out to roughly ₱0.08/kWh on average with an estimated three-year recovery period. That’s a separate, one-time recovery mechanism, not a change to the ongoing monthly system loss rate itself.

Does solar reduce it?

Yes, and directly. The system loss charge is calculated against the electricity Meralco actually buys and delivers to you, so it’s tied to your metered grid consumption. A kWh your panels generate and you use immediately never enters Meralco’s wires at all, no transmission, no distribution, and no loss along the way, so it isn’t part of the consumption this charge is billed against.

Power you export under net metering is credited at the generation rate only, the same as it is for the generation and transmission charges, so it doesn’t offset system loss on the power you still import at night.
