Why Solar Needs a PEE or RME Signature (And What It Actually Certifies)

Who is a PEE, and who is an RME?

  • Professional Electrical Engineer (PEE): holds a Bachelor of Science in Electrical Engineering, is already a Registered Electrical Engineer, and has at least four years of active practice after that registration (Section 16). This is the senior credential, covering full electrical engineering practice: design, consultation, and supervision of installation and commissioning.
  • Registered Electrical Engineer (REE): holds the BSEE degree and has passed the board exam, but hasn’t yet accumulated the four years of practice needed to register as a PEE (Section 17).
  • Registered Master Electrician (RME): qualifies through one of several paths short of a full engineering degree — for example, a two-year vocational electrician’s course plus two years of supervised apprenticeship, or a four-year high school education plus five years of documented apprenticeship in electrical wiring, installation, operation, and maintenance (Section 18). An RME’s work centers on installation and wiring rather than engineering design.

What the sign-off is actually certifying

The CoC isn’t a statement that panels are correctly bolted to your roof. It certifies that the electrical work, as actually built, complies with the Philippine Electrical Code. In practice that covers:

  • Grounding — that the system has a proper equipment ground, not just a functioning circuit.
  • Overcurrent protection — breakers and fuses sized correctly for the actual current the system can produce, not just what’s convenient.
  • Conductor sizing — wire gauge rated for the DC and AC currents involved, since undersized conductors overheat.
  • Anti-islanding protection — confirmation that the inverter automatically disconnects from the grid the moment utility power drops, so it doesn’t backfeed lines that a utility crew may be working on during a brownout.

Is there a small-system exemption?

RA 7920 does include a narrow exemption (Section 14(b)(ii)): a person operating or maintaining a private electric generating set rated under 250 volts and 50 kVA doesn’t need to be registered themselves, provided the owner has the equipment inspected at least once a year by a PEE, REE, or an authorized government engineer. We want to flag this honestly rather than stretch it: this provision was written in 1995 for small generator sets, and we could not confirm it has been applied by DOE or a distribution utility to grid-tied solar inverters specifically.
